Systems developer, systems analyst and research analyst to the Sangguniang Panlungsod — three decades turning legislative work into systems that hold, and 20+ years designing buildings that stand.

Edgardo entered Pagadian City government service in 1994 as a casual employee in the City Accounting Office, and has served the Office of the Secretary from 1997 to date. He does two things for the Sangguniang Panlungsod. He builds the systems its legislative work runs on — the Paperless Session Program and the Legislative Tracking System among them — analysing the workflow first, writing the software second, and training the records officers who run it day to day. And he prepares the research the council draws on in aid of legislation, so that what reaches the session floor arrives already checked.
Both come from the same place: three decades inside the office where every legislative record, decision and approval is actually handled. Alongside public service he practises as a building designer — 20+ years of architectural and structural work, now moving online.
