Edgardo Dingal Caseñas

LGU systems builder. Bentley-trained building designer (low-rise, mid-rise, high-rise architectural and structural). Thirty years of getting government records and operations to actually behave.

Since 1994 Edgardo has worked inside the Office of the Secretary to the Sangguniang Panlungsod — the office where every legislative record, decision, and approval gets handled. That is where these systems come from: software designed by someone who has personally lived the failure modes of paper, side-chats, and ad-hoc spreadsheets, and built the discipline to replace them.
